UGC Guidelines for BA Distance Admissions in 2026
There are some UGC guidelines for BA Distance admissions that students should know before they are willing to get into a BA Distance course.
- Check Recognition / HEI’s Status
 
Verify that the institution is recognised by UGC / DEB to offer distance/online programmes. Also, confirm that the specific BA programme is in the current list of approved programmes. Some HEIs may have been put into a “no admission” category (i.e. barred from admitting new students in certain ODL/online programmes). Students should not enrol in those.
- Minimum Qualification
 
For BA distance admission, the minimum eligibility is passing Class 12 (12th standard / Senior Secondary) or equivalent.
- Use of DEB‑ID (Student Registration ID)
 
From the new session onward, students enrolling in any ODL or online programme must create a DEB‑ID through the UGC / DEB portal, linked with their Academic Bank of Credit (ABC ID). Without DEB‑ID, admission may not be valid. The DEB‑ID is a unique student identifier for all future distance/online learning.
- Admission Deadline
 
UGC sets deadlines for admission and requires institutions to upload admission data (via DEB / Web Portal) by stipulated dates.
- Learner Support
 
Students who are enrolled in ODL or online courses in a UGC-recognised HEI can switch their learning modes within the same institute. Students from India and abroad are eligible to get admitted to any UGC-approved HEI offering online courses.
- Activities within the Territorial Jurisdiction
 
Students need to confirm that the activities related to the HEI’s ODL courses, which include admissions, counselling, contact programmes and examinations, are conducted only within the HEI’s designated territorial jurisdiction.

- Prohibited Programmes
 
UGC has a list of programmes prohibited from being offered in distance/online mode (for quality, practical, or regulatory reasons). These include engineering, medical, pharmacy, law, agriculture, visual arts, hotel management, etc. In detail, the medical fields and allied health domains, such as Physiotherapy, Occupational Therapy, Para-medical disciplines, Pharmacy, Nursing, and Dental studies, Professional and applied sciences like Architecture, Law, Agriculture, Horticulture, Hotel Management, Catering Technology, Culinary Sciences, and Aircraft Maintenance and Specialised areas including Visual Arts, Sports, and Aviation.
- Franchise Mode
 
 UGC prohibits universities from delegating the running of ODL/online courses to franchisees or external agents. The institution must itself manage admissions, lectures, evaluation, and student support.
